한반도 평화통일로 향한 문은 열릴 것인가?
다시 ‘하나’가 되기 위하여

우리는 북한의 존재, 북한의 행보 그리고 북한과의 관계로부터 자유로울 수 없다. 오랜 대립 구도 속에서 분단은 지극히 당연한 우리 삶의 일부로 받아들여지고 있다. 분단은 우리에게 록인(lock-in)과도 같다. 분단 상태를 벗어나 새로운 상태로 나아가기 위해서는 현 상태를 깨뜨릴 수 있는 에너지와 노력이 필요하기 때문이다. 분단 상태가 마치 안정된 평형 상태와도 같은 역설적 상황이 현재 한반도 그리고 우리 사회의 모습이다. 그렇게 60여 년의 세월이 흐르고 있다.

한국의 현재와 미래를 진단하고 전망하기 위해서일 뿐 아니라 아시아와 세계의 변화와 그 향방을 예측하기 위해서는 세계 유일 분단국인 한국과 세계 정치의 잠재적 발화처인 북한에 대한 심도 있는 이해가 필수적이다. 냉전의 종식과 9?11 이후 세계와 지역 안보 질서는 질적으로 변화하였다. 그에 상응하여 안보에 대한 지배적 담론과 인식도 커다란 변화를 경험하였다. 중국의 부상과 미국의 상대적 침체는 안보나 동맹의 수준뿐 아니라 정치, 경제, 문화 등 다양한 차원에서 전세계적 현실에 복잡성을 더하였다. 나아가 한반도 내 세력 균형의 변화, 그리고 남북 각 내부에서의 정치적, 사회적 변동은 남북 관계에 대한 접근과 이해를 새롭게 할 것을 요구하고 있다.

PART I. Division and Its Consolidation에서는 우선 남한에서 반공 체제와 국가보안법이 형성된 경위와 북한 체제 유지에 기여하고 있는 주체사상에 대해 살펴본다. 이어 PART II. Issues in Inter-Korean Relations에서는 냉전 종식 후 남북간 경제 협력이 가지는 남북 양측의 정치적, 안보적 함의의 중요성과 국내정치와 국제정치 간 연관 관계의 관점에서 분석한 북핵 문제를 다룬다. 마지막으로 PART III. Toward Peaceful Unification 에서는 북미 관계 정상화, 남북간 경협, 군비 통제, 다자간 안보 협력, 미중 관계 등에 대한 전략적 인식을 바탕으로 한반도 평화통일 과정을 진수시키기 위한 정책을 제시해본다.

통일의 이상에 다가서기 위한 대북 정책은 북한을 상대한다는 좁은 시야에서 벗어나 장기적이고 미래 지향적인 관점에서 통일을 위한 환경과 여건을 조성함으로써 남북 관계를 정상화하고 궁극적으로 한반도 통일에 기여하는 것이어야 한다. 요컨대 우리의 대북 정책은 적어도 통일 정책과의 유기적인 관계 속에서 통일을 견인할 수 있는 추동력을 발휘해야 할 것이다. 이 책에서는 이러한 다차원적 거대 변동을 반영하여 “북한을 어떻게 볼 것인가?”하는 기본적인 질문에서부터 “어떻게 평화통일을 효과적으로 이뤄낼 수 있는가?”에 이르는 대안까지 한반도 문제에 대한 체계적이고 현장감 있는 이해를 도모하고, 나아가 현실적이고 효율적인 정책 대안을 제시하고 있다. 한국인들에게는 물론, 한국과 한반도 문제에 관심 있는 외국인들에게 ‘평화론적,’ ‘통일론적’ 한국의 구체적 현실과 미래에 관한 심층적 분석과 전망을 제공하는 유익한 지적 길잡이가 될 것이다.

Matter of Humanity, Not Solely of the Two Koreas
Road to Peaceful Unification

As we look to improve our knowledge of the harsh realities of the Korean impasse, numerous questions must be raised. First and foremost, who are the North Koreans? For South Koreans, they are friends, or even family, as well as enemies. For international society, they are innocent, helpless people, held hostage by a cruel regime. But if that is so, how did this adverse situation ever arise? More importantly, what can we do to change it?
This book is designed to address these and many other questions by taking a historical approach to inter-Korean relations, suggesting alternative modes of thinking, and proposing policies based on these new paths. As repeatedly stated throughout this edition, one of the primary reasons that relations between the Koreas have not improved is the deep-seated mistrust that has existed between the two, dating back at least to the establishment of separate governments following independence from Japan in 1945, and greatly exacerbated by the Korean War (1950-1953).
Part I. Division and Consolidation looks back at the early stages of the two Koreas to assess possible sources for this mutual hatred. Part II. Issues in Inter-Korean Relations includes a discussion of various current and contentious issues that the two Koreas have grappled with over the years, often with the participation and intervention of so-called great powers. This discussion inevitably carries policy implications, as it analyzes the causes of the problems and searches for methods to resolve them. In South Korea, there is a distinction between “North Korea policy” and “unification policy,” although the two obviously overlap with each another. Part III. Toward Peaceful Unification looks at possible paths towards the peaceful unification of the two Koreas.
Understanding is not the same as acceptance or approval. We do not accept or approve the political system and values of North Korea, which is ruled by a dictator who has caused serious problems for South Korea and the world. However, if we are to find a solution to these problems, then it is imperative for us to have an understanding of North Korea’s values, politics, intentions, and actions. Approaches that are based on ignorant assumptions or biased political motivations will never yield a cure for these problems; in fact, they are more likely to backfire and result in more disaster. Furthermore, such approaches serve to accelerate the decay of democracy in South Korea, where “anti-North” ideology dominates sociopolitical relations at the expense of liberty, political pluralism, and democracy.
The articles in this book not only broaden our understanding of the relations between the “family and enemies” occupying the Korean peninsula, but also contribute to the defense and preservation of these precious values, which humanity has been struggling for centuries to achieve.
